Physical capacity describes assets such as stalls, lifts, parking, utilities, workstations, and building area. Effective capacity is the useful output those assets support after demand, skill, parts, approvals, information, scheduling, handoffs, and system access interact.
Construction expands physical capacity. It may not remove delays that occur between diagnosis, estimate, approval, parts, technical assistance, documentation, and closeout. Diagnose the binding constraint before treating square footage as the first answer.

- Measure bay occupancy and productive use separately.
